THE Pei-Lo (Prince of the 3rd order) Yu Lang is appointed to direct the) military advisory council (Chun Tzu Chu). Prince Tsai Tzu is to especially control the military training of the Imperial body guard, and Yu Lang should vacate this post.
Prince Tsai Hsun and Admiral Sa Chen Ping are appointed High Commissioners to organise the navy. If their efforts are successful a further decree will be issued. Copies of Prince Su's memorial, enclosing a preliminary scheme for the formation of a navy prepared in accordance with instructions, in which he asked for the appointment of high commissioners to take up the matter, should be handed to the said high commissioners for their information.

WITH reference to paragraph 3 of my note of the 3rd instant on the subject of the Macao boundary question, I have the honour to inform you that a further telegram has now been received from His Majesty's Minister at Peking, reporting that he informed Liang Tun-yen on the 10th instant that no demand regarding the port of Heungchow had been made by General Machado as was alleged by the Chinese
authorities.
